Dr. Kinsey is a graduate of Millersville University with a BS in Education and School Health Professional Certificate. She also has a BS in Nursing, Magna Cum Laude, a MS in Nursing in Community Health and a PhD in Education: Major: Health Professions Education, all from the University of Pennsylvania. Dr. Kinsey has been recognized by Sigma Theta Tau International with an Excellence in Leadership/Administration Award. Other nursing recognitions include the Nursing Legacy Award from the University of Pennsylvania: Center for the Study of Nursing History and the Lillian Sholtis Bruner Award from the Alumni Society of the University of Pennsylvania School of Nursing. In 2016, she was named a Children’s Wellbeing PIONEER by the Ashora changemakers and the Robert Wood Johnson Foundation. In 2017, she received a City Council City of Philadelphia Citation in appreciation of her “passion and vision as it relates to nursing and public health globally… Dr. Kinsey has truly made a difference in the lives of the disenfranchised.”
In 2001, Dr. Kinsey wrote the original grant proposal to implement Nurse-Family Partnership in Philadelphia County. She served as the Public Health Nurse Administrator and Principal Investigator and Co-Director of the Nursing-Legal Partnership for the Philadelphia Nurse-Family Partnership (NFP) and the Mabel Morris Family Home Visit Program from 2001 – 2020. These programs together comprise one of the largest maternal-child countywide programs in Pennsylvania. Previously, she was a tenured professor at La Salle University School of Nursing where she held the Independence Foundation Endowed Chair in Nursing and Public Health and directed two nationally recognized urban nurse-led health centers located in inner city Philadelphia. Since 2018, she has been a contributing member of the President’s Committee: Dean’s Advisory Council: Jefferson University College of Nursing.
Dr. Kinsey’s areas of expertise include public health, urban health, health disparities, program evaluation, HIV/AIDS prevention, maternal-child health, home visitation, school health, and health sciences/nursing education. She has secured more than $50 million dollars in federal, state, city and foundation grants supporting public health initiatives to improve the well-being of vulnerable populations.
She has contributed to and edited book and journal chapters on public health administration, management, women’s health issues and nurse-led health centers. Her most recent contribution is to the ninth edition of the Stanhope and Lancaster textbook entitled Public Health Nursing. She serves on several non-profit boards and is a consultant to community non-profits and public health nursing faculties across the nation. Dr. Kinsey has been nationally recognized as a public health nursing leader and one of the pioneers in establishing urban nurse-led health centers. She is a Fellow of both the American Academy of Nursing and the College of Physicians of Philadelphia and a past Chair of the Public Health Nursing Section of the American Public Health Association.
Presently, Dr. Kinsey is Principal with the Kinsey Consulting Group, LLC. Her interests include innovative initiatives addressing 21st century public health challenges including nursing workforce, diversity in the health professions, the FACES (Families and Children Experiencing Success) Project and others.
